Strategic
Plan
Strategic Plan of the Brain Injury Association of Ohio and the Ohio Brain
Injury Advisory Committee (BIAC)
The Brain Injury Association of Ohio is currently operating under a strategic plan
developed for the years 1999-2004. It is considered a Combined Strategic Plan
for both the Association, and its public counter part, the Brain Injury Advisory Committee
based at the Ohio Rehabilitation Services Commission. (click

Injury Advisory Committee worked together to formulate the plan, and now are in the
process of implementing it.
Representatives from both organizations served on a Joint Committee to formulate the
plan. As a starting point, they reached consensus on how they envisioned Ohios TBI
Service Delivery System in the year 2004:
A person-directed system that:
- makes better use of existing resources to promote prevention, education and unified
services through cross system collaboration;
- closes gaps; and
- provides an array of services that are equitable and fair.
Given this vision, the following five strategies were identified as keys, for both the
Brain Injury Advisory Committee and the Brain Injury Association, to successfully achieve
the plan:
- Diversify funding streams that create and maintain a stable financial environment which
supports a system of services that facilitate persons with TBI and their families to live
successfully in their home communities.
- Implement and evaluate The Ohio Plan: Building Ramps to the Human Service System
for People with Brain Injury, the states blue print for a comprehensive,
service coordination system comprised of the following three interrelated components:
1) Statewide toll-free helpline assistance (1-866-644-4262)
2) 15 regional BIAOH-operated Community Support Networks (or field offices) providing more
personal and intensive information and resource identification assistance
3) Individual service coordination (often called case management) for those in need of
more intensive assistance
- Strengthen organizational capacities by developing leadership and participation to focus
on implementation of the Strategic Plan.
- Compile current data that reflects incidence, prevalence, and descriptive outcomes
(educational, community, vocational) of persons with TBI at mild-moderate-severe levels.
- Collaborate with state and local efforts to support systems change.
